About the Engineering Services Department
This department is part of our City Services Division, and is responsible for the effective and sustainable management of Council’s infrastructural  assets, including the planning, design, and delivery of a number of asset-related services.

About the Role
This position is responsible for managing assigned capital programs and projects within City Services, specifically Special Charge Schemes including but not limited to roads, footpaths, bridges, drainage and water sensitive urban design (WSUD) infrastructure.

In this position, the ability to develop long-term programs, facilitate communication with key stakeholders and ensure positive outcomes, provide specialist advice and implementing best practice project management principles are the key to success.

This is a temporary full-time position for 18 months.

Some of the key responsibilities in this role will include:

  1. Effective delivery of assigned capital programs and projects, including conformance with legislative requirements.
  2. Facilitating and providing supervision in relation to program planning and project delivery.
  3. Reviewing and making recommendations on contract documentation including drawings, specifications and other items specific to individual projects.
  4. Effectively facilitate and supervise all phases of programs to ensure projects are delivered on time, on budget and to specifications set out in contracts / designs.
  5. Ensuring that effective program and project level reporting mechanisms are implemented meeting the needs of key stakeholders and corporate reporting requirements.
  6. Ensuring effective communication and liaison processes with stakeholders including service managers, Councillors and end user groups are implemented.
  7. Providing specialist advice and assistance to staff on complex and political issues relating to the portfolio under close supervision and with clear guidelines.
  8. Ensuring Occupational Health & Safety requirements are met in relation to staff and works areas under the officers control. 

About You
To be successful in this role, you will require:

  • Tertiary qualification in a relevant discipline (i.e. project management, civil engineering).
  • Substantial experience in project management for civil works.
  • Demonstrated experience in the use of judgement to enable quality decision making within a project management context.
  • Demonstrated experience in the development and implementation of special charge schemes as provisioned under the Victorian Local Government Act 1989.
  • Demonstrated experience in building partnerships with a range of stakeholders (both external and internal) to achieve optimal outcomes.
  • Extensive interpersonal, communications and consultation skills.
