Estate and Infrastructure Group (E&IG) is responsible for planning, development and management of significant Commonwealth landholdings, facilities and infrastructure to support current and future Defence capability. Within E&IG, the Directorate of Estate Engineering Policy (DEEP) is responsible for the promulgation of engineering policy and the provision of technical advice and guidance on engineering policy requirements and planning issues pertaining to the management and development of the Defence estate.
The Assistant Director Estate Engineering Policy reports to the Director and will be responsible for the provision of engineering advice and services in one of the fields of critical infrastructure for which DEEP is responsible. The role requires the occupant to undertake the following responsibilities:
- Providing leadership to the engineering function within Defence in their area of critical infrastructure expertise, including representing the Directorate, Branch, Group and Department in various forums;
- Management of outsourced service providers;
- Development, review and revision of Defence engineering policy;
- Review and assessment of engineering reports, design documentation and audit reports for compliance with Defence policies and other statutory requirements;
- Conducting research into engineering best practice in their field; and
- Contributing to the implementation and on-going management of Defence’s Estate Engineering Governance and Integrity System.
The ideal candidate to perform the role will have:
- Engineering qualifications in a relevant field of critical infrastructure.
The current fields of engineering where DEEP operates are:
- Fire Safety Engineering;
- Electrical Engineering, including high voltage, electrical building services and hazardous area electrical installations;
- Mechanical Engineering;
- Structural Engineering; and
- Hydraulic Engineering.
- Strong understanding of the regulatory regimes around Australia in their area of practice (eg the National Construction Code or the Wiring Rules). An understanding of the relevant Defence policy would be considered an advantage.
- Strong communication skills to influence key stakeholders in order to achieve effective strategic outcomes;
- The ability to review complex technical documentation quickly and efficiently in a professional and objective manner;
- Strong writing skills to produce technical documentation, reports and assessments. Experience in policy or standards development would be highly regarded;
- Problem solving, analytical and conceptual skills to produce risk-based solutions to complex technical issues; and
- The ability to work under limited direction, applying priorities and organising a range of work activities to meet target dates.
The position is based at the Brindabella Business Park, Canberra and will involve occasional travel to other Defence sites, many of which are in regional and remote locations.
