The Commercial and Business Director is responsible for leading and overseeing the finalisation of all Sydney Maintenance commercial and business contracts. Alongside this, the role is responsible for providing timely and accurate analysis on the performance of Sydney Maintenance division against client expectations and ensure that the governance framework for the business is reflective of the risks in the works and services being delivered by the team.
This particular area delivers maintenance and project works and services in Sydney for internal clients against agreed performance criteria under varying commercial engagement models.

Some of the key accountabilities of the role include the following:

  • Lead and oversee the finalisation of all Sydney Maintenance division commercial and business contracts for roads works and services delivery to ensure compliance with all government policies and requirements, sound commercial practices and best practice contract management approaches.
  • Provide expert advice and guidance to stakeholders on contract management approaches to ensure the achievement of value for money and planned financial and delivery performance.
  • Develop, manage and improve the business management and contract management frameworks, systems and processes required to deliver Sydney Maintenance roles and responsibilities.
  • Monitor performance and benchmark the outcomes of commercial maintenance contract arrangements and to drive value for money delivery of contracts.
  • Conduct ongoing evaluation and reporting of performance against the measures, and propose corrective action as needed to ensure achievement of the whole of Sydney maintenance including contract obligations.
  • Contribute as an advisor to the Contract Review Groups responsible for the strategic ongoing evaluation of the delivery of state-wide road maintenance and ordered works services under the Commercial forms of contract.
  • Provide leadership and guidance to develop staff competency in managing commercial contracts to ensure financial and delivery performance information is collected, analysis and reported.

Requirements: 

  • A degree in engineering or economics together with extensive experience in program management, road maintenance practices and associated contract procurement models.
  • Extensive experience in the development and negotiation of contract specifications, pricing models and documentation and economic evaluation of asset management services combined with skills in performance frameworks and monitoring and target outcome management.
  • Strong experience in the procurement of major infrastructure including experience in procurement of PPP contracts
  • Multi-disciplined experience in the commercial aspects including the successful delivery of works and services for a wide number of clients under varying financial arrangements
  • Ability to measure, report and analyse business data and provide concise and timely advice on performance of the business
  • Experience in delivering a range of services for many varied clients
