The Position

Working as part of the Central Monitoring Station (CMS) team, the CMS Relief Operator/Facilities Support Officer is responsible for backfilling the CMS Operator and Facilities Support Officer rosters during periods of leave. The role is performed using established policy to achieve a responsive and reliable service to CBIS and its customers and requires the physical ability to be able to access all areas of the site.

The CMS Relief Operator position will require tasks to be completed under the direction of the Senior CMS Operator to maintain the provision of highly specialised 24/7 plant/facility monitoring and plant control, site security and surveillance, and emergency response services at the AAHL facility. The Facilities Support Officer will also be required to initiate quick technical response associated with plant/facility emergency, initial diagnostic response, and minor repairs. The Facilities Support Officer assists in identifying plant problems that affect service availability, microbiological security, physical security and safety of personnel working at the AAHL.

The Facilities Support Officer will provide support to the Duty CMS Operator, including investigating physical security breaches identified by the access control alarm system, as well as tending to and conducting routine Engineering tasks, site lockups, patrols and plant operations at the AAHL.

Varying shift combinations will apply for the position, including:

  • CMS Relief Operator – 2 x 12-hour days and 2 x 12-hour night shifts (4 on, 4 off) and or part thereof;
  • Facilities Support Officer – 4 x 10.5-hour night shifts (4 on, 4 off) and or part thereof.

This role is part time at a minimum of 0.7 full time equivalent (FTE) and a maximum of 0.99 full time equivalent (FTE).

Your duties will include:

CMS Relief Operator:

  • Operating and monitoring the Supervisory Control and Data Acquisition (SCADA) controls, and the security and communications system in compliance with established policy under direction of the Operations Engineer.
  • Providing relevant and current information to the Duty Operations Engineer, Operations Manager, Microbiological Security Manager and fellow CMS Operators on matters affecting plant availability, microbiological security, physical security and HSE.
  • Monitoring the availability, reliability and quality performance of plants servicing the AAHL facility.
  • Reporting on and providing rectification for faults including HSE, regulatory compliance, emergency incidents, and microbiological implications, as well as escalating issues to appropriate parties for resolution.
  • Initiating emergency response protocols when required and assist the Chief Warden and Duty Operational Engineer to manage emergency situations.
  • Maintaining knowledge of building service plant, systems and procedures.

Facilities Support Officer:

  • Undertaking a nightly “Lock-Up” patrol to ensure all external doors on the facility are secure.
  • Assisting with the operation of CMS, investigating alarms and assisting in remedial action as required.
  • Patrolling non-secure and secure areas of the building checking for unusual or undesired situations.
  • Undertaking regular inspections and testing.
  • Ensuring engineering tasks are completed in a safe and appropriate manner.
  • Investigating suspected door seal failures, and taking remedial action, as per CMS operating procedures providing details for data entry by others.

To be successful you will need:

  • Relevant trade certificate or equivalent relevant work experience.
  • Current drivers’ licence.
  • Demonstrated operational experience of SCADA & Controls, Access Control and CCTV Security systems and a demonstrated understanding of the impact faults have on the integrity of the facility.
  • Proven ability using plant management control systems and physical security systems to operate, diagnose and maintain engineering plant and physical security systems.
  • Experience analysing and solving problems in unusual or unfamiliar situations.
  • High level technical knowledge and understanding of building and related engineering trades and services.
  • Ability to read and interpret technical drawings, maintenance manuals and a good understanding of a diverse range of engineering systems relevant to the safe operation of a complex research facility.
  • Previous experience managing emergency responses including the co-ordination of emergency response teams and services, site communications and implementing emergency response procedures.
  • Demonstrated knowledge and experience of relevant procedures/protocols associated with HSE requirements applicable to personnel, operations, safety and security of a complex facility, including competence in procedure development and Risk Management.
  • The ability to obtain and maintain a Negative Vetting Level 1 security clearance.
