Procurement Manager (APS6 & EL1)

 

Our client is seeking to engage a Procurement Manager (APS6/EL1)

Location: Canberra, ACT
Contract Length: Non ongoing, 6 months
Eligibility/Security Requirement: Must have an active NV1 Clearance or the ability to obtain

APS6 Specific Duties / Responsibilities:

  • Under limited direction, progress complex procurement processes that comply with the departmental policies and procedures, the Commonwealth Procurement Rules and the Public Governance, Performance and Accountability Act 2013.
  • Contribute to the development of in-depth procurement strategies in consultation with business partners in accordance with departmental processes and guidelines, seeking appropriate delegate approvals when required.
  • Establish governance arrangements including project timelines, risk and contingency plans, performance and quality management.
  • Conduct moderately complex or sensitive research and data analysis to inform decision-making and develop systems solutions to meet changing demands for complex categories or large projects.
  • Build relationships with key stakeholders taking into account the need for probity and ethical behavior.
  • Apply technical expertise to assist management with development of in-depth procurement strategies in consultation with business partners.
  • Conduct administration/secretariat for committees and working groups representative of stakeholders and end-users.
  • Cultivate an inclusive, diverse, and high-performance team and culture, while demonstrating ethical behavior and integrity to enhance team culture and contribute to a positive workplace.
  • Apply effective risk management in accordance with the appropriate risk management plan and the Department’s risk management framework.

EL1 Specific Duties / Responsibilities:

The main specific responsibilities of the Assistant Director include:

  • Lead implementation of relevant corporate planning processes, finance management, performance management, reporting systems and business analytics processes to track corporate performance across the division.
  • Create strong working relationships with other business areas and liaise with them on corporate planning matters as appropriate. This includes working relationships with and providing a high level of service to staff at all levels across the department
  • Conduct and manage progression of complex procurement processes that comply with the departmental policies and procedures, the Commonwealth Procurement Rules and the Public Governance, Performance and Accountability Act 2013.Manage the development of in-depth procurement strategies in consultation with business partners in accordance with departmental processes and guidelines, seeking appropriate delegate approvals when required.
  • Establish governance arrangements including project timelines, risk and contingency plans, performance, and quality management.
  • Conduct very complex or sensitive research and data analysis to inform decision-making and develop systems solutions to meet changing demands for complex categories or large projects.
  • Build and manage relationships with key stakeholders taking into account the need for probity and ethical behavior. Support the Director in critical negotiations, achieving effective solutions in challenging relationships, ambiguous and conflicting positions.
  • Develop team capability by providing on the job training, mentoring, coaching, and supporting ongoing professional development to build competence in increasingly complex procurement management activities.
  • Manage the section’s budget in accordance with departmental policy and relevant procedures such as the Accountable Authority Instructions (AAIs) and financial delegations.
