About Us

Australian Rail Track Corporation (ARTC) plays a critical role in the transport supply chain and in the overall economic development of Australia.  We manage and operate over 8500 kms of track in New South Wales, Victoria, South Australia, Western Australia and Queensland, making us one of Australia's largest rail network owners.

The Inland Rail Program is a 1700km rail infrastructure project stretching from Brisbane to Melbourne incorporating new and existing rail track. The program includes the upgrading of existing standard gauge track, the enhancement of existing standard gauge track to cater for double stacking and the construction of new standard gauge links comprising of; viaducts, tunnels, rail track, crossings and bridges. More information relating to the project can be found here: http://inlandrail.artc.com.au.

About the Position

The Information Manager is tasked to oversee the development of Inland Rail information management practices and use of related information systems to ensure that information flows timely and securely to and from the organisation as well as within.

The Information Manager will grasp the complexity of information management, relate this to the needs of the Programme and discover efficient ways to organize, store and analyse data and information with attention to quality, security and confidentiality. With a strong understanding of Information Architecture principles, Frameworks, databases and data analysis procedures, the Information Manager will leverage excellent troubleshooting skills and technical knowledge to drive effective and practical information practices.

Reporting to the IR Head of ICT and partnering with the wider IT team, Business Unit Managers and Programme team, key duties and responsibilities include and are not limited to:
  • Develop, implement and maintain the Information Management Strategy for the Programme, ensuring compliance with corporate ARTC policies and procedures and alignment to the Information Management Framework;
  • Develop, implement and maintain the information requirements, information standards and information delivery strategy, including handover considerations, to achieve Inland Rail program’s objectives;
  • Develop, implement and maintain IM policies, protocols, standards, specifications, processes, procedures, forms and templates and ensure their communication and adoption throughout Inland Rail;
  • Establish and maintain an effective Program-wide information governance program Formulate techniques for quality information collection and handling to ensure adequacy, accuracy, security and legitimacy of information;
  • Establish rules and procedures for information sharing within the program and projects, with ARTC, suppliers and external stakeholders, ensuring efficient management and controlled exchange of information as well as protection from privacy and security breaches and data losses;
  • Establish an operational model to support others in the daily use of data and information systems and ensure adherence to legal and company standards;
  • Ensure the IM requirements of ISO 19650-1 and ISO 19650-2 are applied to the management of information deliverables throughout their lifecycle;
  • Maintain oversight of the standards, plans, processes and procedures for information exchange with contractors, service providers and 3rd parties, including information management of a Common Data Environment for BIM;
  • Provide program-level guidance on Information Management requirements for RFT preparation and tender evaluations and participate in Stage Gate reviews with respect to information-related aspects
  • Monitor and analyse information and data systems and evaluate their performance to discover ways of enhancing them (new technologies, upgrades etc.);
  • Troubleshoot information-related problems, follow a configuration management approach to changes;
  • Responsible for the Information Management budget and delivery of Information Management objectives and benefits within this budget;
  • Manage a team of information specialists and ensure prioritisation of work that actively contributes to major organisational change by aligning the Information Management Team’s resources, systems, processes, workforce diversity and performance.  
About You

To be successful in this role, you will have a minimum of 5 years’ experience in a similar role working in a demanding professional environment with proven capacity to prioritise, multi-task, achieve unit goals, perform and always work with a customer focused approach.
  
You will also be:
  • Tertiary qualified in Business, Information Management, Information Technology or related discipline or demonstrated proven experience in Information Management
  • Able to demonstrate a sound knowledge and ability to understand and interpret legislation and Government Policies and Standards including the State Records Act, Freedom of Information Act, Federal and State Privacy Acts, Electronic Transactions Act, Australian Government Protective Security Policy Framework (PSPF), and the Federal and State Government Information Management Frameworks and Policies
  • Experienced in leading and mentoring a team
  • Agile/experienced in working in a matrix organisation
  • Able to demonstrate experience in applying ISO 9001:2015 Quality Management Systems and the AS/NZ ISO standards for Recordkeeping, Information and Document Management
  • A member of, or conversant with, Information Management professional bodies including AIIM and ARMA
  • Experienced in establishing an effective information governance program at organisational level, including reporting and maintenance of KPIs and targets to measure/monitor compliance
  • Able to demonstrate an excellent understanding of the information lifecycle and show experience in information asset management
  • Familiar with modern database and information system technologies and practices;
  • Able to demonstrate hands-on skills in researching, writing and applying IM policies, protocols, standards, specifications, processes, procedures, forms and templates
  • Analytical with problem-solving skills and experience in the end to end delivery of IM projects;
  • An excellent communicator, influencer and team player with demonstrated experience in collaborating with a diverse range of people working in multi-faceted functions, leading to successful outcomes;
  • A relationship builder with vendor to oversee partners’ technical skills and certification requirements;
  • Highly knowledgeable in the implementation of metadata and document numbering standards, managed document libraries and controlled document management processes
  • Highly knowledgeable in the administration of EDRMS and ECM systems
  • Able to demonstrate knowledge and experience with the ISO 19650 standard including information management of a Common Data Environment for BIM.
